When a baby is chilled the medical term used for it is neonatal cold syndrome, and this is the point where the baby's vital functions will slow down, and the infant will slip into a lethargic state. They will be hard to arouse and won't move on their own. Their extremities can look swollen and be a bright pink color. This is an emergency situation in which the paramedics need to come out immediately while someone tries to warm the baby up.
